Njoftim Specifik për Prokurim (NSP)

1. Qeveria e Republikës së Kosovës (“Qeveria” ose “QK”) dhe Korporata e Sfidave të Mijëvjeçarit (“KSM”), një agjenci qeveritare e Shteteve të Bashkuara, nënshkruan një grant për uljen e varfërisë për Qeverinë (“Kompakti”) më 15 korrik 2022, në përputhje me seksionin 610(a) të Aktit të Sfidës së Mijëvjeçarit të vitit 2003, sikurse ndryshuar. Kompakti përfshin një grant nga KSM prej përafërsisht dyqind e dy milion dollarë amerikanë (202,000,000 dollarë amerikanë) dhe një kontribut korrespondues prej rreth tridhjetë e katër milionë e gjashtëqind e shtatëdhjetë mijë e gjashtëqind dollarë amerikanë (34,670,600 dollarë amerikanë) nga qeveria.
2. KSM kërkon që të gjithë përfituesit e financimit të KSM-së, duke përfshirë subjektin e MCA-së dhe çdo aplikant, ofertues, furnizues, kontraktues, nënkontraktor, konsulent dhe nën-konsulent sipas çdo kontrate të financuar nga KSM, të respektojnë standardet më të larta të etikës gjatë prokurimit dhe ekzekutimit të kontrata të tilla. Politika e KSM-së për parandalimin, zbulimin dhe korrigjimin e mashtrimit dhe korrupsionit në operacionet e KSM-së (“Politika e AFC-së së KSM-së”) është e zbatueshme për të gjitha prokurimet dhe kontratat që përfshijnë financimin e KSM-së dhe mund të gjendet në faqen e internetit të KSM-së në adresën: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption.
3. KSM Kosovë tani fton propozime nga firmat konsulente të formuara ligjërisht dhe organizata të tjera për të ofruar shërbimet e një Konsulenti të Projektimit dhe Zbatimit për një periudhë bazë prej dymbëdhjetë (12) muajsh me një çmim fiks, përpara hyrjes në fuqi të Kompaktit të Kosovës (EIF) dhe zbatimit gjatë pesë apo një viti të periudhave opsionale. Më shumë detaje mbi këto shërbime jepen në Termat e Referencës në Seksionin V të RFP-së.
4. Një konsulent do të zgjidhet sipas metodës së përzgjedhjes së bazuar në cilësi dhe kosto (“QCBS”), procedura e vlerësimit të së cilës përshkruhet në paragrafin III të RFP-së në përputhje me ”Udhëzimet e Prokurimit të Programit KSM” të ofruara në faqen e internetit të KSM-së (www. .mcc.gov/ppg). Procesi i përzgjedhjes, siç përshkruhet, do të përfshijë një rishikim dhe verifikim të kualifikimeve dhe performancës së kaluar, duke përfshirë një kontroll referimi, përpara dhënies së kontratës.
5. Specific Procurement Notice (SPN)

1. The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a poverty reduction grant to the Government (a “Compact”) on July 15, 2022, pursuant to section 610(a) of the Millennium Challenge Act of 2003, as amended. The Compact includes a grant from MCC of approximately Two Hundred Two Million United States Dollars (US $202,000,000) and a corresponding contribution of approximately Thirty-Four Million Six Hundred Seventy Thousand Six Hundred United States Dollars (US$34,670,600) from the Government.
2. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC’s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (“MCC’s AFC Policy”) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption.
3. MCA Kosovo now invites proposals from legally constituted consulting firms and other organizations to provide the services of a Design and implementation Consultant for a base period of twelve (12) months at a fixed price, before the Kosovo Compact’s Entry into Force (EIF) and implementation over five, one-year option periods. More details on these services are provided in the Terms of Reference in Section V of the RFP.
4. A Consultant will be selected under the Quality and Cost-Based Selection (“QCBS”) method, the evaluation procedure of which is described in Section III of the RFP in accordance with the “MCC Program Procurement Guidelines” provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award.
5.
